Could I buy and own a foal?

I am only 16 but really want to own my first horse. And yes i know that I should really buy a older broken horse. I really want to get a young one and train it myself (don't worry i will hire someone to make sure im doing it properly.) I know it will be loads of work but what I want to know is is it possible for me to do and any tips on how i could do it.
