Where can I get a marriage license with only one person present?

I live in South Florida and my fiancee was arrested by ICE. We were approved to get married while he is being detained but I am having trouble finding out where I can get a marriage license without his presence (I have the paperwork provided by ICE). I was told that not every county in Florida will let you get a marriage license without the other partners presence (even with the permission from ICE). Does any one know what county I can get the license (in south FL)?
